To finalize the party's plan to impose a 42% reservation for Backward Classes (BCs), the Telangana Congress Political Affairs Committee (PAC) is set to meet on August 23. According to a Telangana High Court order, the party must make a decision by the end of September regarding its strategy for the next local body elections.

Since the Centre has refused to approve the BC quota bills that are still pending before it, the Congress is frantically trying to find a solution as the deadline draws near. The purpose of these bills is to raise reservations for BCs to 42 percent in municipal authorities, as well as in employment and education.
The governor of Telangana has failed to approve an ordinance that the state administration sent, which makes everything more complicated. A provision of the Telangana Panchayat Raj Act that restricts BC reservations in local body elections at 23 percent is intended to be repealed by the ordinance. The government intended to eliminate this portion and then establish a 42 percent quota. There is a major obstacle, though, because the governor has put the ordinance on hold.
